			<content:encoded><![CDATA[<p>The U.S.–India Business Council today launched its inaugural Homeland Security Executive Mission at INDESEC Expo 2010. This “first-ever” mission comes on the heels of nine aerospace &amp; defense executive missions to India promoting deeper strategic collaboration between the U.S. and India.</p>
<p>Comprised of America’s top defense/security and cyber security/IT companies, including BAE Systems, Boeing, Connectiva, HBI, Honeywell, IBM, IEM, Implant Sciences, ITT Defense International, Microsoft, Northrop Grumman, Palantir, Pillsbury Winthrop, Raytheon, Steptoe &amp; Johnson, United Technologies Fire &amp; Security and The Cohen Group, this broad-based delegation is being led by Admiral James Loy, Senior Counselor at The Cohen Group and a former Deputy Secretary in the U.S Department of Homeland Security, which was created in response to the “9-11” terrorist attacks. He is joined by Lt. General Harry Raduege, Chairman of the Deloitte Center for Cyber Innovation and co-chairman of the Commission on Cyber security for the 44th Presidency. Both are eminent experts within the U.S national security apparatus.</p>
<p>“Just like the 9-11 terrorist attacks in America galvanized the U.S private sector to develop cutting edge technologies in meeting the country’s emerging threats, we believe the same response from Indian industry is occurring after 26/11. Deeper U.S-India counterterrorism and homeland security cooperation must also focus on developing rapid and coordinated response and recovery capability to deal with future events,” said Admiral James Loy. Loy also served as the first administrator of the newly created Transportation Security Agency (TSA), which is responsible for protecting America’s transportation systems to ensure freedom of movement for people and commerce.</p>
<p>At the June 3rd U.S-India Strategic Dialogue held in Washington, DC, External Affairs Minister Krishna and Secretary of State Clinton heralded the unprecedented and expanding India-U.S. counterterrorism partnership, as embodied in the recently signed U.S.-India Counterterrorism Cooperation Initiative (CCI), to enhance collaboration, information sharing and capacity building.</p>
<p>“Washington and New Delhi share a common interest in defending against terrorist networks, preventing cyber attacks and protecting critical infrastructure. We look forward to our discussions this week with the Government of India and the private sector to discuss collaboration and best practices in homeland security. We are here to reaffirm our partnership to India,” said Lt General Harry Raduege. Over a 35-year career, he directed the Pentagon’s Defense Information Systems Agency and performed as the Manager of the National Communication System during 9/11. Notably, he led efforts to restore communications to the Pentagon and prioritized the restoration of communications in New York City following the September 11 terrorist attacks; upgraded presidential communications; and led the successful expansion of the department’s Global Information Grid through a $1 billion transformational communications program.</p>

			<content:encoded><![CDATA[<p>Judge Nels Swandal recently ran a close against Beth Baker for Montana Supreme Court Justice in which Baker won.  After election information may show that Swandal neglected his court to focus on the race causing damages to those unable to get a hearing. Swandal also asked to be rescued from a divorce case he has had in is court since November of 2009 drawing attention to his intentions. </p>
<p>Nels Swandal has been the District Court Judge of the Sixth Judicial Court for over 15 years and has used the motto &#8220;Justice Delayed is Justice Denied&#8221; as seen on his website.  However, during the election season his secretary Nancy McCracken  commonly advised that the Judge was busy and that motions and hearings would be heard after the election. It&#8217;s not known at this time how many people were effected by Swandals neglect but one bazaar divorce case is sure to get some attention. </p>
<p>In November 2009, Judge Swandal granted Lauren Martin a name change to aka &#8220;Kathryn Stone&#8221; with no background check and waived the public notice announcement. Meanwhile the sheriffs dept had spent two weeks trying to serve her divorce papers which also would have notified the court she had already hijacked all the financial accounts and assets of her souse. The Clerk of Court, Sheriffs Dept and Judges chambers are all within 200 feet of each other. </p>
<p>The Park County records of case DR-09-128 show a dissolution of marriage in which Lauren Martin of Park County has been able to get a name change, temporary Order of Protection, and extensions through his court in which her spouse has filed numerous petitions of contempt and claims she has destroyed and devalued approximately $1.3 million in assets. </p>
<p>On December 3rd, 2009 Lauren Martin testified she was never married and built the internet companies in questions. Martin also claimed at the hearing she had no money then drove off in a new car and hours later booked two tickets to the Virgin Islands. After a lengthy hearing in April of 2010  evidence demonstrated that Martin was married and that the spouse was responsible for the creation of the domains and websites. </p>
<p>In spite of the evidence, Swandal still granted Lauren Martin complete and sole control over all property and financial accounts until a final hearing is held. The spouse feels that Judge Swandal may be partially responsible for damages as his motions to protect any remaining assets and hold Lauren in contempt of court have been ignored due to the Judges personal pursuits. </p>
<p>Swandal asked to be rescued form the case when the spouse iquired about filing with the Judicial Standards Commission as to Swandal neglecting his court to run his race for Supreme Court Justice. Another point of interest is that Swandal requested Judge David Cybulski who appinted Swandal to rescue him from the Barry Beach murder case. Cybulski appointed District Judge Nels Swandal on April 2. The attorney general&#8217;s office asked that he be removed, leading to Judge Phillips appointment. </p>
<p>It seems to be a somewhat logical conclusion that politics was at play here.  The conservative Nels Swandal was likely not the favored candidate of the Montana Department of Justice- a group of liberal lawyers.  Were they were afraid that the Beach case, which is sure to garner national attention, would provide publicity for Swandal and thus endanger their candidate, a Department of Justice. Both cases, the Barry Beach case and DR-09-128 are still unresolved. </p>

During the visit, Dr. Sheldrake held talks with representatives of major Indian companies including Aditya Birla Group, Poddar Group and Essar Group, amongst others.</p>
<p>Representing the Government of New South Wales, Dr. Sheldrake signed a Memorandum of Understanding of mutual cooperation with Mr. Dilip Dandekar, President, Indian Merchants’ Chamber. I&amp;I NSW and IMC will explore opportunities of working together in:</p>
<p>- Engagement of IMC’s businesses with NSW companies and for inward investment opportunities<br />
- Any collaboration opportunities in the water management and climate change areas that are focus areas for IMC in the current financial year.</p>
<p>“Our focus is India. We have recently opened a dedicated trade office in Mumbai, we are actively strengthening our bilateral trade agreements between our financial capitals, Sydney and Mumbai, and we are building new trade relationships between New South Wales with many Indian industrial centres.</p>
<p>“In particular, NSW is providing targeted assistance to build research excellence to attract investment from around the world to targeted industries for commercial application,” Dr. Sheldrake said.</p>
<p>NSW is targeting an annual increase of 12% in NSW business investment in research and development. The State has secured US$ 300 million of major Australian Government research funds in 2010 to assist the achievement of this target.</p>
<p>According to a recent report released by the Columbia University’s ‘Vale Columbia Centre, India is now the world’s 21st largest outbound investor. Annual FDI outflows have jumped fifty-fold after 2000, and Indian firms have invested over US$ 75 billion overseas in the past decade. The Government of New South Wales is inviting Indian companies in the financial services, ICT, minerals and energy and agribusiness to explore business and investment opportunities in Sydney and its regions.</p>
<p>According to Mr. Rohit Manchanda, Director-Trade &amp; Investment, NSW, who leads I&amp;I NSW activities in Mumbai,</p>
<p>“More and more Indian firms are looking to expand operations globally, presenting significant opportunities in areas of traditional strength for NSW.</p>
<p>“Quite simply, NSW leads the nation in ICT. We have 43 per cent of Australia’s total employment in the ICT, which is around 155,000 jobs,” Mr Manchanda said.</p>
<p>Since July 2009, Indian investment in New South Wales has exceeded US$ 592.3 million.</p>

- SP Jain Centre of Management to open a campus in NSW for its Indian MBA students with an investment of US$ 44.42 million<br />
- MphasiS to establish an ICT development centre in Wollongong and is expected to create at least 265 highly skilled jobs<br />
- Gujarat NRE Coking Coal Limited, which already owns and operates two underground coal mines in New South Wales, announced a planned US$ 494 million investment in the expansion of their operations over five years<br />
- Riverina Oil and BioEnergy (ROBE) announcement of a US$ 62.2 million investment in an oil seed crushing and refining plant, backed by a consortium of Indian investors</p>
<p>While in India, Dr. Sheldrake also launched the NSW Government’s pilot social media campaign to promote Sydney and NSW as a world-class education destination. The campaign uses Facebook to help Indian students who are considering studying in Australia to link to students who have studied in Sydney and NSW and learn more about their options. The site features case studies of a number of successful former and current students and provides information and referral to additional sources of information.</p>

			<content:encoded><![CDATA[<p>D.C.–Malnutrition among children under two years of age is one of the leading challenges to reducing global hunger and can cause lifelong harm to health, productivity, and earning potential, according to the 2010 Global Hunger Index (GHI).</p>
<p>Released in advance of World Food Day (October 16) for the fifth year, the report is published by the International Food Policy Research Institute (IFPRI), Welthungerhilfe, and Concern Worldwide.</p>
<p>The Index scores countries based on three equally weighted indicators: the proportion of people who are undernourished, the proportion of children under five who are underweight, and the child mortality rate.  The biggest contributor to the global score is child undernutrition, which accounts for almost half of the score.</p>
<p>“To improve their scores, many countries must accelerate progress in reducing child malnutrition. Considerable research shows that the window of opportunity for improving nutrition spans from conception to age two.  After age two, the negative effects of undernutrition are largely irreversible,” explained Marie Ruel, director of IFPRI’s Poverty, Health and Nutrition division and co-author of the report.</p>
<p>The Index is calculated for 122 developing and transition countries for which data on the three components of hunger are available. Twenty-nine countries have levels of hunger that are “extremely alarming” or “alarming.” Most of these countries are in Sub-Saharan Africa and South Asia.</p>
<p>While the highest regional GHI scores are for South Asia and Sub-Saharan Africa, South Asia has made much more progress since 1990. In South Asia, the low nutritional, educational, and social status of women is among the major factors that contribute to a high prevalence of malnutrition in children under five.</p>
<p>In Sub-Saharan Africa, low government effectiveness, conflict, political instability, and high rates of HIV and AIDS are among the major factors that lead to high child mortality and a high proportion of people who cannot meet their calorie requirements. In some countries of Sub-Saharan Africa, for example Burundi, Madagascar, and Malawi, about half of the children are stunted (low height for age) due to poor nutrition.</p>
<p>The burden of child undernutrition could be cut by 25-36 percent by providing universal preventive health services and nutrition interventions for children under two and their mothers during pregnancy and lactation.</p>
<p>“The health of women, specifically mothers, is crucial to reducing child malnutrition.  Mothers who were poorly nourished as girls tend to give birth to underweight babies, perpetuating the cycle of undernutrition,” noted Welthungerhilfe chairperson Bärbel Dieckmann.  “Nutrition interventions should be targeted towards girls and women throughout the life cycle and especially as adolescents before they become pregnant.”</p>
<p>The report recommends that to reduce global hunger, countries must:</p>
<p>    * target interventions where they will do the most good – among pregnant and breastfeeding women and children in their first two years of life;<br />
    * address the underlying causes of undernutrition, including poverty, gender inequality, and conflict;<br />
    * engage, empower, and support those working at the local level to improve nutrition;<br />
    * and make nutrition, especially for young children, a political priority.</p>
<p>“Ensuring appropriate and adequate nutrition during the first 1,000 days is absolutely critical,” said Concern Worldwide CEO Tom Arnold. “This Global Hunger Index report sets out clear recommendations to inform and encourage the international community to take decisive action on this issue.”</p>

<p>Here are the highlights for the 4th phase:</p>
<p>· 91 candidates (38%) with self declared pending criminal charges contesting in the fourth phase of Bihar Assembly Elections.</p>
<p>· 49 candidates out of these 91 have declared serious IPC charges like murder and attempt to murder charges against them.</p>
<p>· All major parties have given tickets to candidates with pending criminal cases. RJD – 62%, BJP – 53%, INC – 41%, LJP – 40%, JD (U) – 38%, BSP – 37%.</p>
<p>· 125 candidates (53%) have not declared their PAN card details.</p>
<p>· Details of all candidates are available on http://www.myneta.info. Toll-free Helpline has also started to help voters choose honest candidates</p>
<p>So far ADR and NEW have analyzed 1237 candidates contesting in the first four phases of the Bihar Assembly 2010 elections. Out of these 1237 candidates, 481 (39%) candidates have pending criminal cases.</p>

The items will include Gandhi’s blood report a week before he was killed and a letter written from Gandhi to Dorothy Hogg, a well known British Quaker who spent time with Gandhi on his ashram.</p>
<p>During the 1930s Indian political and spiritual leader Mahatma Gandhi focused his energies on effecting Indian independence and improving the lives of the untouchables. He forged a close friendship with British socialist and activist MURIEL LESTER [1885-1968], founder of Kingsley Hall, a community center serving the East End of London. In 1934, Lester toured the earthquake-ravaged regions in Bihar with Gandhi. This letter, addressed to “Dorothy,” is possibly written to Lester’s sister Doris, as it contains news of Muriel, as well as of Gandhi’s recovery from his August 7-14 fast protesting separate electorates for the untouchables. In part: “Muriel was very brave and made light of all the inconveniences she suffers &amp; even the illness she had. She was ill able to stand the heat. But she defied heat and even mosquitos. On the top of that she had that most uncomfortable voyage. I was glad she soon recovered. / You will have the same warm welcome as before whenever you come. / I have your &amp; Muriel’s account. I am arranging about the balance of payment L16. There is no extra [?] in the account at all. / Thank God the fast went off as well as it did. I am slowly but steadily gaining strength.”</p>
